Adult Curriculum Conversations with the Bible
I've used this with Adults and I believe that it would work with only some modification with Youth. It is based on the work of Walter Wink.
I have also taught a class I designed myself relooking at the Bible stories we heard as children (Moses and the burning bush, Jonah, Noah, etc.) to see if they held any meaning for our lives today. I used the educational design of the Centerquest Curriculum when designing the class. The Timeless Themes curriculum for children does deal with timeless/ageless themes which might also give you ideas for designing a program for Youth.

Recommended for those of you doing Faith Accross the Street programs. The photographs and text are magnificent! Especially for those of us not raised Catholic, it covers a lot of the nuts and bolts; for example, it has a list of what the stations of the cross are (including some photographs of one church's), and the text of the rosary prayers.
